加强边境地区外国人管理与服务问题研究

摘要
习近平总书记对东北振兴提出了要求和期望。在东北振兴的背景下,黑龙江省密山市会与国内外接轨,放开发展步伐。在这一过程中,外国人来到密山市的数量会逐年增加,而且人口流动非常频繁,这就给密山这一边境地区的外国人管理、服务工作带来新的挑战和问题。通过对密山市外国人管理、服务现状的分析,提出在统一管理机制、强化队伍建设、适当下放权利、纳入常住人口管理、加强宣传、管理与服务相结合等方面加强密山市外国人管理服务的相关措施,以维护密山边境地区的安全与稳定。
Xi jinping, the Chinese general secretary, puts forword the demand and hope towards the "Revitalization of the Northeast China".Under the background of "Revitalization of the Northeast China", Mishan city of Heilongjiang province are brought in line with domestic and overseas and the development is going to be accelerated. In the process,it brings out many new challenges and problems of work of management and service to foreigners that the number of foreigners will increase by years in the Mishan city. Then the movement of population will be frequent. Through the analysis of current station of the management and service to foreigners, the author puts forward the ways to maintain the border areas' security and stability in the ways of unifying the management mechanism, intensifying the team construction, easing the potence properly, joining the inhabitant management, reinforcing the publicity, combining the management and service and so on.
