丁日昌巡台时期的“开山抚番”政策——兼论闽抚“冬春驻台,夏秋驻省”

摘要
"牡丹社"事件后,沈葆桢倡议"开山抚番",这项政策也成为台湾防务建设的重要内容之一。丁日昌任福建巡抚后,积极推行沈葆桢的未竟之业,从政治、经济、文化、军事等诸方面入手,继续实施"开山抚番"。另外,他从台湾番民的利益出发,妥善处理番务,促进了民族之间的交流,维护了民族关系的稳定。闽抚"冬春驻台,夏秋驻省"制确立后,他两次渡台,陈情时弊。然而,由于丁日昌自身的健康问题、辗转往来耗时费力、台湾兵饷受到掣肘、台事不得专办等因,这项制度不久即被取消。丁日昌成为首位执行该体制的福建巡抚,亦是最后一位。
After the"Peony Society"incident, Shen Baozhen advocated the policy of"developing Taiwan's mountainous region and pacifying the Fan nationality".This policy also became one of the important contents of Taiwan's defense construction.After Ding Richang was appointed as the provin?cial governor of Fujian,he actively promoted the unfinished business of Shen Baozhen,starting from the political,economic,cultural,military and other aspects,and implementing the said policy.In ad?dition,in the interest of Taiwan people,he handled Taiwan's affairs properly,promoted the exchang?es between ethnic groups,and safeguarded national stability.After the establishment of the system of"winter and spring in Taiwan,summer and autumn in Fujian",he travelled to Taiwan twice to in?spect the situation there. However,due to Ding Richang's own health problem, time-consuming and laborious tour,constraints on Taiwan's soldiers and salaries,and the failure of handling Taiwan's af?fairs exclusively, the system was abolished shortly afterwards. Thus, Ding Richang became the first and the last Fujian governor to implement the system.
