三重螺旋理论视角下产学研协同创新体系构建研究——以温州市平阳县为例

摘要
随着产学研协同创新实践过程中出现的市场机制失灵、资源匹配度较低与科技成果转化率较低等实际问题,政府开始介入产学研协同创新。在产学研协同创新的互动过程中,政府应该怎样定位其角色和发挥其作用是一个亟待研究解决的问题。三重螺旋理论为该问题的研究提供了理论支持,在概述三重螺旋理论起源和模型分类后,运用重叠模型的分析框架研究平阳县产学研协同创新体系构建实践,并在进行实地走访和问卷调查的基础上分析存在的困境,最后提出产学研协同创新体系完善路径。
With the practical problems such as the failure of market mechanism, the low degree of resource matching and the low conversion rate of scientific and technological achievements appearing in the process of collaborative innovation in industry-university-research, the government needs to take part in the collaborative innovation of industry-university-research as one party. Therefore, in the process of collaborative innovation of industry-university-research, how should the government locate its role and play its role, which is precisely a problem that needs to be studied and solved urgently. The triple helix theory provides theoretical support for the research of this issue. After summarizing the origins of the triple helix theory and the classification of the model, this paper uses the analysis framework of the overlap model to study the practice of building a collaborative innovation system of industry-university-research in Pingyang county. Based on the field visits and questionnaires, the existing predicament is analyzed and finally collaborative innovation system perfect path is studied and researched.
