基于灰色关联和因子分析的我国环境污染第三方治理模式有效性评价

摘要
在我国的环境治理和保护中,政府大力支持的"谁污染,谁付费"的第三方治理模式的有效性是该模式得以推广应用的前提。区别于以往集中于定性分析第三方治理模式应用的研究,分别选取已采用和尚未采用第三方治理模式的城市作为对比样本,定量分析该模式的有效性。首先通过邓氏灰色关联以及熵值法计算样本城市的灰色关联度并进行城市排序,其次采用因子分析法计算样本城市的环境治理系数并进行城市排序,最后根据Kendall-W系数检验两种方法评价结果的一致性。研究发现,已采用第三方治理模式的样本城市的环境治理改善效果排序上升,说明该模式可以有效减少环境污染,改善城市环境。
In our country's environmental governance and protection, effectiveness is the premise that the thirdparty governance model of "who pollutes and pays", which is supported by the government, can be popularized and applied. Different from the previous research focused on the qualitative analysis of the application of the third-party governance model, this paper selects cities that have adopted and have not adopted the third-party governance model as comparative samples to quantitatively analyze the effectiveness of the model. Firstly, the grey correlation degree of sample cities is calculated by Deng's grey relational analysis method and entropy method, and the city ranking is carried out; and then the environmental governance coefficient of sample cities is calculated by factor analysis and the city ranking is carried out; finally, the consistency of the two methods is tested according to the Kendall-W coefficient. It is found that the environmental improvement effect of the sample cities which have adopted the third-party governance model is increased, which shows that the model can effectively reduce the environmental pollution and improve the urban environment.
