重庆市高端装备制造业技术创新效率评价研究

摘要
以重庆市为例,运用DEA和DEA-Malmquist指数分析法,对2010—2016年重庆市高端装备制造业具有代表性的4个细分行业的技术创新效率进行静态和动态评价。静态评价表明,重庆市高端装备制业技术创新效率较高,但有部分行业未能达到DEA有效,其中仪器仪表制造业最弱的,主要原因是R&D人员以及技术经费出现了投入冗余;动态评价表明,2010—2016年间重庆市高端装备制造业发展呈缓慢上升趋势,这种趋势主要是由技术进步引起的,技术效率的贡献度并不大。最后得到继续加强人才、科研经费的投入力度、鼓励仪器仪表制造业企业技术创新、提升产业链合作关系的启示。
        Taking Chongqing as an example, this paper uses DEA and DEA-Malmquist index analysismethod to evaluate the technical innovation efficiency of its four sub-sectors in 2010-2016. Static evaluation results: Chongqing high-end equipment industry technology innovation efficiency is high, but some industries failed to achieve DEA effective, among which instrument manufacturing industry is the weakest. The main reason is that R&D personnel and technical funds have been put into redundancy; Dynamic results: the development of high-end equipment manufacturing industry in Chongqing was slowly rising in 2010-2016 years. The trend is mainly caused by technological progress, and the contribution of technological efficiency is not large. Finally, we get the enlightenment of continuing to strengthen the input of talent and scientific research funds, encouraging the technological innovation of instrument manufacturing enterprises, and promoting the industrial chain cooperation.
