长春市文化设施空间公平研究

摘要
借助GIS技术,构建了定量评价城市文化设施公平性的简明框架,并以长春市为例,实际分析了文化设施的空间公平性.结果表明:长春市文化设施布局总体上呈现较低的空间公平性,并未显示出对高需求群体的特殊关注;随着城市的不断扩展,空间公平问题将越来越突出,在未来的城市规划实践中注重空间公平分析极为必要.研究成果有助于丰富我国城市文化设施评价的指标体系,能够为城市文化设施的合理布局提供重要的依据和参考.
Urban cultural facilities are important infrastructures that provide cultural services for the public.For a long time,the indexes for guiding the planning and layout of cultural facilities are limited to the per capita area,the percentage of land used for cultural facilities,etc.The equity of the spatial distribution of cultural facilities is less concerned.Being supported with GIS technology,this paper constructs a concise framework for quantitative evaluation of the equity of urban cultural facilities.Taking Changchun city as an example,the spatial equity of cultural facilities at three levels(provincial and municipal level,district level and street level)is analyzed.The result shows:(1)The layout of cultural facilities in Changchun shows a low spatial fairness.(2)With the expansion of the city,the problem of spatial equity will become more and more prominent.In the future,it is absolutely necessary to pay attention to and practice the analysis of spatial equity.The research results are helpful to enrich the evaluation index system of urban cultural facilities in China,and are able to provide an important basis and reference for the rational layout of urban cultural facilities.
