科技计划项目经费优化配置策略探讨——基于不同类型可持续发展实验区的分析

摘要
我国可持续发展实验区旨在通过探索不同类型地区的经济、社会和资源环境协调发展的机制和模式,为不同类型地区实施可持续发展战略提供示范。在分析大城市城区型、中小城市型、县域型和建制镇型四类实验区的经济社会发展状况及产业特点的基础上,从科技计划项目经费优化配置的角度提出不同类型实验区科技计划优化配置的思路,为加强可持续发展实验区建设提供有关依据与方法支持。
The sustainable development experimental district in China is to provide an example for the implementation of sustainable development strategy for different types of regions,by exploring the mechanism and model of coordinated development of the economic,social and resource environment in different types of regions.Based on the analysis of the economic and social development and industrial characteristics of four types of sustainable development experimental areas:big city type,small and medium-sized city type,county type and built-up town type,this paper analyzes the economic and social development situation and industrial characteristics of the four types of sustainable development experimental areas.From the point of view of optimal allocation of funds for science and technology planning projects,this paper puts forward the ideas of optimal allocation of science and technology program project for different types of experimental areas,in order to provide relevant basis and method support for strengthening the construction of sustainable development experimental areas..
