全国社会保障基金投资困境和对策分析

摘要
全国社会保障基金作为社会保险基金的储备金,近些年基金规模和投资收益取得"骄人成绩",但因社保基金存在投资项目狭窄、理事会管理体制僵化、风险防范水平低、监管体系存在漏洞等问题,使其更进一步发展显得比较艰难。因此,应进行路径优化来革除弊病,通过拓宽投资渠道、优化投资组合、管理体制、加强风险防范体系和监管体制建设等途径,突破瓶颈,实现基金保值增值。
As the reserves of social insurance fund, the fund scale and investment returns of the national social security fund achieved impressive performance in recent years. But because of the narrow of the social security fund investment projects, council rigid management system, low level of risk prevention,the problem such as loopholes in the regulatory system, which makes it difficult for the fund to develop further. Therefore, we should path optimization to abolish disease, by broadening the investment channels,optimizing the portfolio, the management system, strengthen the risk prevention system and regulatory system construction, to fund their value, break through the bottleneck.
