摘要
运用三阶段数据包络分析(DEA)模型对我国西部地区30个国家级高新区的技术创新效率进行评价,实证结果显示:只有少数高新区处在生产前沿面上,且大部分高新区都是规模报酬递减;在第二阶段做随机前沿分析发现,环境因素对创新投入的松弛变量影响很大,在剔除外部环境干扰和随机因素干扰后,高新区的技术创新效率有很大变化。此外,研究还发现建立时间较早的高新区的技术创新效率普遍比晚建立的高新区要低,说明建立时间较晚的高新区在技术创新方面更有活力。
This paper evaluates the technological innovation efficiency of 30 national high-tech zones in western China by using the data envelopment analysis(DEA) model of three-stage data envelopment analysis, the empirical results show that: there are only a few high-tech zones on the front line of production, and most of the high-tech zones are diminishing returns on a scale; in the second stage, the random frontier analysis shows that the environmental factors have a great impact on the relaxation variables of innovation input, and the technological innovation efficiency of high-tech zones has a great change after excluding the external environmental interference and random factors. In addition, it is also found that,the technological innovation efficiency of the early high-tech zone is generally lower than that of the late high-tech zone, indicating that the late high-tech zone is more active in technological innovation.
