摘要

习近平总书记提出的"山水林田湖草是生命共同体"原则,强调山水林田湖草是一个生命共同体,指出用途管制和生态修复必须遵循自然规律,要统筹山水林田湖草系统治理。本文在学习归纳习近平总书记关于"山水林田湖草是生命共同体"原则相关论述的基础上,阐释了"山水林田湖草是生命共同体"原则的科学依据、理论基础,研究了这一原则所包含的科学内涵:生命共同体各要素之间是普遍联系和相互影响的,不能实施分割式管理;人类必须处理好人与自然、局部与整体、发展与保护的关系;要运用系统论的思想方法管理自然资源和生态系统。"山水林田湖草是生命共同体"原则为自然资源和生态环境监管体制改革提供了实践路径:实施自然资源资产统一管理,构建国土空间开发保护制度,推进生态系统的整体保护、系统修复、综合治理,强化领导干部统筹山水林田湖草系统治理责任。
        The General Secretary Xi Jinping has put forward the principle that 'mountains,rivers,forests,farmlands,lakes,and grasslands are a life community'. Xi said that our mountains,waters,forests,farmlands and lakes form a community of life,we must follow the laws of nature to control the exploitation of natural resources and restore the ecosystem,and we need to adopt a holistic approach to conserve our mountains,rivers,forests,farmlands,lakes and grasslands. Firstly,this paper explores General Secretary Xi Jinping's exposition of our mountains,waters,forests,farmlands and lakes form a community of life. Then this paper explores the scientific and theoretical basis. This principle contains abundant scientific connotation. The elements of a community of life are universally interconnected and interrelated and cannot be managed separately. We must strike a balance between humans and nature,partial and whole,and development and protection. We should establish a systematic thought for managing natural resources and ecological systems. This principle provides the practice path to reform the natural resource and the environmental regulation system. We will,in a unified way,manage state-owned natural resource assets,build a system for developing and protecting territorial space,work to protect them in their entirety,restore them systematically,take a comprehensive approach to their governance,and ensure leading officials' responsibility for conserving our mountains,rivers,forests,farmlands,lakes and grasslands.
