公众参与在海洋油气开发工程环评中的应用

摘要
总结了海洋油气开发工程环境影响评价公众参与的一般要求,并通过案例进行简介。针对海洋油气开发工程环评的特性,提出了目前环评公众参与存在的征求意见的公众范围广、公众被动参与、部分公众个人法律意识较薄弱等问题,建议应合理界定公众范围、调动公众参与的主动性和积极性、提高公众海洋环保意识,以便更好地为决策部门提供科学依据。
In this study,general requirements for public participation in environmental impact assessment(EIA)of offshore oil and gas development projects were summarized based on a case study.According to the characteristics of EIA for offshore oil and gas development project,a series of problems existed in public participation,such as too wide range of public opinions,passive public participation,and weak legal awareness of a few individuals.In order to better provide scientific basis for decision-making departments,it is suggested that the public scope should be reasonably defined,the initiative and enthusiasm of public participation should be mobilized,and the public awareness of marine environmental protection should be raised.
