摘要

目的:规范放射诊疗行为,保障医务人员、患者以及公众健康权益。方法:通过在日常监督检查过程中,以文书分析一起医疗卫生机构未按照规定建立个人剂量和健康档案的案例,依据法律相关程序和条款,详细介绍评析案件办理过程中的难点和重点。结果:该医疗机构自觉履行7 000元的行政处罚罚款。结论:通过卫生执法人员在监督检查过程中,以手术病案作为线索和重要证据,对未按规定建立个人剂量和健康档案的违法行为进行处罚,为今后对放射诊疗机构的监督管理提供借鉴和参考。
        Objective:To standardize the behavior of radiation diagnosis and treatment,and protect the rights and interests of medical personnel,patients,examinees and the public health.Methods:In the process of daily supervision and inspection,a case in which a medical and health institution failed to establish a personal dose and health record according to the provisions was analyzed with documents.According to the relevant procedures and provisions of laws and regulations,difficulties and key points in the process of case handling were introduced and analyzed in detail.Results:The medical institution performed the administrative penalty of seven thousand yuan consciously.Conclusion:In the process of supervision and inspection,health law enforcement personnel take surgical medical record as clues and important evidence to punish the illegal behaviors of not establishing personal dose and health records according to the regulations,so as to provide reference for the supervision and management of radiological diagnosis and treatment institutions in the future.
