党的十八大以来加强民主集中制建设的举措、成效与基本经验

摘要
民主集中制是中国共产党的根本组织制度和领导制度,是马克思主义政党的最本质特征,是中国共产党最大的制度优势。始终坚持和完善民主集中制,既是坚持党的领导、全面从严治党的必然要求,也是健全民主集中制制度体系、推进民主集中制贯彻执行的现实选择。党的十八大以来,以习近平同志为核心的党中央高度重视加强民主集中制建设,全面立体推进民主集中制的贯彻执行:深化理论认识,明确民主集中制作为党最大制度优势的根本地位;完善集体领导,巩固全党的集中统一;规范党内关系,严肃党内政治生活;从严管理干部,优化党政干部选拔任用;充分发扬民主,加强党内民主建设。总结近几年的实践可以得出以下经验:民主集中制建设坚持以确立具体制度为根本保障,以严肃党内生活为首要抓手,以全面从严治党为核心内容,以"关键少数"为关键主体、以强化执行监督为硬性约束。这些经验对新时代继续推进民主集中制建设大有裨益。
Democratic centralism is the fundamental organizational system and leadership system of the CPC,the most essential feature of marxist political parties and the biggest institutional advantage of the CPC.Upholding and improving the democratic centralism is not only an inevitable requirement for adhering to the leadership of the Party and strictly governing the party in an all-round way,but also a realistic choice for improving the system of democratic centralism and promoting the implementation. Since the 18 th Party Congress,the CPC central committee with comrade Xi Jinping at the core has attached great importance to strengthen the building of democratic centralism and comprehensively and comprehensively promote its implementation: Deepeing theoretical understanding and clarifing the fundamental position of democratic centralism as the party's greatest institutional advantage; improving collective leadership and consolidating the centralization and unity of the whole party; standardizing intra-party relations and taking intra-party political life seriously; strictly managing and optimizing the selection and appointment of party and government officials; fully promoting democracy and strengthen inner-party democracy.To sum up the practice in recent years,the construction of democratic centralism insists on taking the establishment of specific systems as the fundamental guarantee,taking serious inner-party life as the primary starting point,comprehensively enforcing strict party governance as the core,taking a key minority as the key subjects,and strengthening the enforcement and supervision as the rigid constraints. These experiences are of great benefit to the construction of democratic centralism in the new era.
