探索基于中国国情的组织化农治战略——毛泽东农治思想与实践探索再思考

摘要
重新反思毛泽东时期农村治理的理论与实践经验十分重要。这一战略的产生基于人多地少、农业生产条件落后、国家工业化压力空前的基本国情。其主要内容是通过合作化而集体化,实现农民组织化;通过农业上的"精耕细作"和"社队企业"的发展,实现农村产业形态的多样化,从而创造"在地工业化"和"在地城镇化"的有利条件。这是一条既不同于苏联集体农庄,也不同于西方农村现代化的发展道路。它坚持在民族和国家战略目标下去思考农治问题;坚持把"组织起来"作为实施农治的根本基础;坚持把"农工并举"作为农治中发展生产和实现农村现代化的基本思路;坚持农民主体论;坚持以农民的解放和生活水平的提高作为农治的根本价值。我们不能忽视中国农民与西方国家农民在人均生产要素拥有状况方面的不同,也不能混淆社会主义与自由主义在纠错和救济方面的不同逻辑。在中国特色社会主义进入新时代的历史条件下,我们更需要继承、发展毛泽东的农治战略。
It is of great importance to rethink the theory and practical experience of rural governance in Mao Ze-dong administration. This strategy is based on the basic national conditions of unbalanced ration between population and arable land, underdeveloped agricultural production conditions,and unprecedented national industrialization pressures. The main contents are to re-organize farmers through cooperation, to realize the diversification of rural industries through the development of"intensive farming"and"community enterprise"in agriculture, and thus to create favorable conditions for localized"industrialization"and"urbanization". The development approach is different from the collective farms of the Soviet Union and the modernization of the western countryside. It persists in thinking about the issue of agronomy under the ethnical and national strategic goals, considering"organizing"as the fundamental basis for implementing agricultural governance, and taking"the integration of agriculture and industry"as the basic idea of developing production and realizing rural modernization in agricultural governance. It equally focuses on farmers' subjectivity and adheres to the liberation of farmers and the improvement of their living standards as the fundamental value of agronomy. We cannot ignore the differences between Chinese farmers and farmers in Western countries in terms of the per capita means of production, nor can they confuse the different logics of socialism and liberalism in error correction and relief.Under the historical conditions that socialism with Chinese characteristics has entered a new era, we need to inherit and develop Mao Ze-dong's strategy of agricultural governance.
