摘要
在国家深化人才发展体制机制改革的背景下,构建人岗相适、才岗相适的专业技术岗位聘用管理机制是农业科研事业单位人力资源管理改革的重点。文章针对当前农业科研事业单位专业技术岗位聘用管理存在的人岗结构不匹配、岗位目标不明确、评价体系不健全等问题,提出了通过实施专业技术岗位聘用动态调整模式,初步构建起"岗位能上能下,待遇能高能低,人员能进能出"的专业技术岗位聘用管理机制。
In response to China′ s policy of deepening reforms on system and mechanism of human resource development, agricultural scientific research institutions now give priority to constitute a professional and technical employment system featuring giving posts to right personnel with relevant capacities. In order to solve the problems of mismatches between employees and posts, ambiguous post responsibilities,and incomplete evaluation systems in management of professional and technical employment, a model was put forward in the paper for making dynamic adjustments in a drive to initially construct a professional and technical employment and management system characterized by employees promoted or demoted, given to higher or lower salaries and recruited or dismissed in accordance to the professional skills.
