自律还是监管:农民专业合作社实施农产品安全自检行为的决定因素

基于辽宁省14个地区215家农民专业合作社调研数据,运用Logit模型分析农民专业合作社实施农产品安全自检行为的影响因素,采用ISM模型解析各影响因素间的关联关系和层次结构。结果表明:带动能力、产业链情况、价格驱动、制度完善程度、标准化培训、政府监管对农民专业合作社实施农产品安全自检行为具有显著影响。其中,制度完善程度和标准化培训是表层直接因素;政府监管是中层间接因素;带动能力、产业链情况以及价格驱动是深层根源因素。因此,文中提出完善合作社管理制度、标准化培训、增强合作社带动能力、加强政府监管、加强产业引导、规范农产品市场的建议,以推进农民专业合作社实施农产品安全自检。
Based on the survey data of 215 farmers' professional cooperatives in 14 regions of Liaoning, the factors influencing the farmers' professional cooperatives in implementing self-inspection of agricultural products safety were analyzed by using the Logit model, and relationships and the hierarchy between various influencing factors were analyzed by using the ISM model. The results show that the driving ability, industry chain, price driven, perfect system, standardization training and government supervision have significant impacts on farmers' professional cooperatives in implementing self-inspection of agricultural products safety. Among them, the degree of system perfection and standardization training are the direct factors at the surface; government supervision is a middle-level indirect factor; driving ability, industrial chain situation and price expectations are deep-rooted factors. Therefore, the suggestions of improving the cooperative management system, standardization training, enhancing the ability of cooperatives to drive, strengthening government supervision, strengthening industry guidance, and regulating the agricultural product market are proposed to promote farmers' professional cooperatives to implement self-inspection of agricultural products safety.
