摘要
根据住建部《海绵城市专项规划编制暂行规定》(建规[2016]50号)的要求,编制海绵城市专项规划,应根据城市降雨、土壤、地形地貌等因素和经济社会发展条件,综合考虑水资源、水环境、水生态、水安全等方面的现状问题和建设需求,坚持问题导向与目标导向相结合。以西安海绵城市专项规划编制为例,结合其本底特征(湿陷性黄土、历史遗存等),探讨海绵城市建设相关问题分析、建设目标、指标分解、建设策略等,为相关区域提供借鉴。
        According to the requirements of the "Provisional Regulations for the preparation of the special planning of the sponge city", the special plan should be prepared. The plan should be comprehensively considered according to the factors of conditions of economic and social development, such as urban rainfall, soil, topography and geomorphology. And considering the current situation and construction needs of water resources, water environment, water ecology and water safety, the plan should adhere to the combination of problem oriented and goal oriented. Taking Xi'an as an example, combining with the special geological and historical remains encountered in the preparation of the special plan for sponge city in Xi'an, the paper analyzed the problem of the construction, construction target, index decomposition and construction strategy of sponge city construction in collapsible loess area.
