摘要

发轫于经济学领域的委托代理理论,被引用于政治科学中,对于认识公共权力异化产生的腐败现象提供了一个全新的视角。尝试以委托代理理论解释国际足联内部官员发生的腐败行为。首先从委托人与代理人、代理失灵与腐败解释、国际非政府组织腐败解释适用3个方面概述委托代理理论。其次,从5个方面具体阐述国际足联官员发生腐败根源,"利益不一致"是腐败产生的深层诱因;国际足联的高度垄断性为腐败发生提供了外部保障,信息不对称使腐败发生更加隐蔽;契约不完全为腐败的发生提供了操作可能。最后,基于委托代理理论,结合国际足联"2016年国际足联改革委员会"改革措施,阐述国际足联反腐败治理措施。
        The principal-agent theory that originated in the field of economics is quoted in the political science and provides a new perspective for understanding the corruption resulting from alienation of public power. This study attempts to explain the corrupt behavior of officials within FIFA using principal agent theory. The article firstly explains the principal-agent theory from three aspects:the principal and the agent,the agent failure and corruption explanation,and the application of the international nongovernmental organization corruption interpretation. Secondly,from five aspects,the author elaborates the causes of corruption in FIFA officials."Inconsistent benefits"is the deep incentive for corruption. FIFA's high degree of monopoly provides external protection for corruption,and information asymmetry makes corruption more subtle. The incomplete contract results the corruption. Finally,it elaborates on the anti-corruption governance of FIFA based on the principal-agent theory and the reform measures of "2016 FIFA Reform Committee Report".
