摘要

农村土地整治是解决三农问题、落实乡村振兴战略的重要举措。我国台湾的农村土地整治被称之为"农村土地重划",一直以来作为台湾农业发展、农村环境改善、农民生活提高的主要方式,其政策演进与总体经济发展息息相关。该文采用文献梳理与对比研究的方法,分别从台湾农村土地整治的初期手段"农地重划"、20世纪80年代的"农村社区土地重划",到2000年之后的"农村再生"工作的历史、内涵等角度进行分析,总结其经验做法,从公众参与程度、对农民意愿的尊重、重划追求的综合效益等角度提出其对大陆农村土地整治的借鉴意义。
        Rural land consolidation and rehabilitation is an important measure to address the issues of agriculture,rural areas and farmers,and to implement the strategy of rural revitalization.The rural land consolidation and rehabilitation,called"rural land regeneration"in Taiwan,has been the main carrier for developing agriculture,improving the rural environment and raising the living standard of farmer's life,the policy evolution of which is closely related to the overall economic development in Taiwan.In this paper,with the literature review and comparative research methods,we analyzed the history and connotation of the primary approaches to rural land consolidation and rehabilitation,the"rural community land regeneration"in 1980 s,and"rural recycling"after 2000 in Taiwan.And then the experience and practical activities of Taiwan were summarized,and the reference significance for rural land consolidation and rehabilitation in mainland China were put forward from the perspective of public participation,the respect of the farmers' wishes and the pursuit of land regeneration of comprehensive benefits.
