摘要
评标是工程招标投标的核心,是实现在建筑市场中引入竞争、择优选择承包商的重要方法。首先分析综合评标法,将其视为有限方案多目标决策问题,并提出投标价格、施工组织设计、质量和安全保证措施、工期和投标人业绩与信誉这5个有代表性的评价指标;其次,根据多目标加权灰靶决策理论计算每个投标人的靶心距,并通过比较靶心距的大小对投标人进行优劣排序;最后通过一个实例计算分析多目标加权灰靶在工程施工综合评标法中的应用。实例应用表明,在电子评标系统逐步普及的工程承包市场中,将多目标加权灰靶决策理论编入电子评标程序,将更加方便和有效地实现择优选择中标人的目的。
        Evaluation method is the core of the project bidding,it is the method to achieve the competition in the construction market and choose the best contractor.Firstly,the multiple criteria comprehensive evaluation is analyzed,which is regarded as a limited program of multi-objective decision-making problem,and the 5typical evaluation indexes including the bid prices,the construction design,the quality and safety assurance measures,the construction period and the bidder's performance and credibility are proposed.Secondly,the off-target distance is calculated for each bidder based on multi-objective weighted grey target decision theory thus to sort the bidder by using this distance.Finally,the application of the multiple criteria evaluation method is analyzed through an example based on the multi-objective weighted grey target decision theory.With the electronic evaluation system gradually introducing into the contracting market,writing the multi-objective weighted grey target decision theory into the electronic evaluation program,it is more easily and effectively to choose the best bidder.
