西安市城市土地可持续利用评价

摘要
本文以西安市城市土地为研究对象,从生态适宜性、经济可行性和社会可接受性3方面选取20个指标,采用熵值法对2007～2017年可持续利用水平进行评价,运用障碍度模型对阻碍西安市城市土地可持续利用水平提升的障碍因子进行诊断分析。研究结果表明:2007～2017年西安市城市土地可持续利用水平整体呈上升态势,土地可持续利用指数由0.1577增加到0.829 2,可持续利用水平由不可持续提升到基本可持续;从准则层协调度来看,主要分为三个阶段,2007～2010年,协调度逐步提高,2011～2013年呈波动态势,且在2012年协调度达到最高值,2014～2017年,协调度基本稳定且处于较高水平;2007～2014年,影响西安市城市土地可持续利用的障碍因子主要为第三产业产值占GDP的比重,2014年后障碍因子则主要集中在生态适宜性方面,主要包括人均水资源占有量、全年环境空气质量达标率、工业废水处理率等,同时,从2016年开始,城市人口与用地弹性系数成为阻碍西安市城市土地可持续利用水平提升的主要因子。
Taking urban land in Xi'an as the research object,20 indicators of ecological suitability,economic possibility and social acceptability were selected to evaluate the level of sustainable urban land use in Xi'an from 2007 to 2017 by entropy method.And the main obstacle factors hindering the improvement of sustainable urban land use level in Xi'an were analyzed by obstacle degree model.The results showed that:The sustainable use level of urban land in Xi'an improved as a whole from 2007 to 2017 with the sustainable use index increasing from 0.1577 to0.8292.And the sustainable use level increased from unsustainable to basically sustainable.The urban land use in Xi'an was divided into three stages by analyzing the coordination degree of criterion layer in index system.The coordination degree gradually increased from 2007 to 2010,fluctuated from 2011 to 2013,and the coordination degree was the maximum in 2012.The coordination degree was stable and at a higher level from 2014 to 2017.Besides,the ratio of third industry output values to GDP was verified to be the key obstacle for further improvement of sustainable use level in Xi'an from 2007 to 2014.And the key obstacles focused on ecological suitability after 2014,including per capita water resource occupancy,compliance rate of annual environmental air quality,treatment rate of industrial rosewater and so on.Meanwhile,the index named urban population and land elasticity coefficient became the key obstacle for further improvement of sustainable urban land use level in Xi'an after 2016.
