摘要
当前,我国诸多城市出现内涝现象及热岛效应,受到国家高度重视,现阶段国内城市对雨水的利用不够高效,致使地表污染无法得到及时净化和处理,对道路造成严重腐蚀。2014年10月,住房和城乡建设部发布《海绵城市建设技术指南——低影响开发雨水系统构建(试行)》,12月,"住建部"、财政部、水利部三部委联合启动了全国首批海绵城市建设试点城市申报工作,2015年10月,国务院提出推进海绵城市建设五项要求,2017年3月,李克强总理政府工作报告提出推进海绵城市建设,使城市既有"面子",更有"里子"。但众多建设人员并未对海绵城市给予足够的重视,其中诸多技术的应用面临问题,在这种局面下,海绵城市的实际建设还是需要加强技术上的革新,并完善相关措施。
        The phenomenon of guilt and the heat island effect in many cities has been highly valued by the state. At this stage, the use of rainwater by domestic cities isn't efficient. Many surface pollutions cannot be cleaned and treated on time, causing serious corrosion to roads. In October 2014, the Ministry of Housing and Urban-Rural Development compiled the Technical Guide for Sponge City Construction(Trial). In December 2014, the Ministry of Housing and Urban-Rural Development, the Ministry of Finance and the Ministry of Water Resources initiated the pilot application for the construction of the sponge city. In October 2015, the State Council proposed to promote sponges five requirements for urban construction. In March 2017, Premier Li Keqiang's government work report proposed to promote the construction of the sponge city, so that the city has "face", more "lizi". Many construction workers have not paid enough attention to the sponge city, and many of the technical applications are facing problems. In this situation, the actual construction of the sponge city needs to strengthen technological innovation and improve related measures.
