引大入秦工程供水结构优化调整实践成效评价

摘要
甘肃省引大入秦工程供水结构优化调整,从工程运行和后续建设完善的实际出发,以问题为导向,转变供水思路,调整工程功能及目标定位,优化供水结构与供水模式,改革管理体制和机制,实现了由单纯农业灌溉向多元化供水的转变,水资源得以合理利用,供水效率明显提升,工程综合效益不断提高,有效保障了区域经济社会发展和生态文明建设对水资源的需求。实践经验可为类似水利工程供给侧结构性改革提供借鉴和参考。
        Adjustment has been made on water supply pattern for optimizing water use of Water Diversion Project from Datong River to Qinwangchuan Basin, with consideration of perfection of project operation and following constructions, as well as redefining functions and objectives of diverted water according to the actual needs. Rational utilization of water resources should be realized not only for irrigated purpose but also diversified water demand by increase of efficiency and benefits. The practice shall safeguard not only social and economic development in the region, but also ecological water need. It may also be a good example to other similar water structures.
