摘要
近年,污水处理厂污泥非法倾倒事件频发,反映出对污水处理厂污泥处理处置的重要性认识不足。废水与污水同网、源头废水污染物浓度超标纳网等问题客观存在,使得污水处理厂污泥在源头上具有"污染物"的特性。"重水轻泥"、责任主体不明、稳定化程度明显偏低、处置目标方向不清、部分技术标准不合理、规划缺失或不落地、部分工艺路线不合理等问题亦客观存在。为此,我国现阶段的污泥处理处置一定要充分注重污泥性质,坚持全流程绿色、低碳、合理循环的理念,提倡低碳、高性价比的厌氧消化工艺,在污泥尚存有机物污染、重金属污染等污染物特性的现状条件下规划并建设主要的处理路线即污泥的单独焚烧,切忌不遵循HSE原则的盲目化协同处理,避免再现"治污企业反致污"的陋象。
        In recent years, illegal dumping of sewage sludge has occurred frequently, reflecting the lack of understanding of the importance of sludge treatment and disposal. The problems of wastewater and sewage in the same pipe network, the concentration of pollutants in the source wastewater exceeding the standard exist objectively, so that the sewage sludge has the characteristics of "contaminants" at the source. "Important attention to sewage treatment instead of sludge treatment", unclear responsibility, low degree of stabilization, unclear disposal target, unreasonable technical standards, lack of realistic planning and unreasonable part of the process are also objective. Therefore, China's current sludge treatment and disposal must pay full attention to the nature of sludge, adhere to the concept of green, low-carbon, and rational circulation in the whole process, and advocate low-carbon, cost-effective anaerobic digestion process. Under the current conditions of the characteristics of pollutants such as organic matter pollution and heavy metal pollution, the main treatment route, namely, separate incineration of sludge, should be planned, and blinded co-processing without HSE principles should be avoided, so as to avoid reappearing the ugly phenomenon of "contamination by pollution control enterprises instead".
