北京市医保支付标准现状分析

摘要
医保支付标准是医疗保险基金为参保人提供服务的医疗机构补偿药品与服务成本的价格标准、数量标准与质量标准的总称。北京市在医保支付标准制定、医保支付制度改革及制定与调整医保目录等方面做了大量工作,取得明显成效。建议北京市将政策、理论与实践紧密结合,出台有关医保支付的专门法规文件,建立有关医保支付的指标指数体系,在医保支付标准建设方面取得新进展。
Medical insurance payment standard is the general term of price standard, quantity standard and quality standard of medical insurance fund to compensate the cost of drugs and services for medical institutions providing services to insured persons. Beijing has done a lot of work in the formulation of medical insurance payment standards, the reform of medical insurance payment system and the formulation and adjustment of medical insurance catalogue, and achieved remarkable results. It is suggested that Beijing should integrate the policy, theory and practice closely, issue special regulations and documents on medical insurance payment, establish index system of medical insurance payment, and make new progress in the construction of medical insurance payment standard.
