摘要

新中国成立70年来,国有企业一直是国民经济的重要支柱力量。国有企业为推动我国经济社会发展、科技进步、国防建设、民生改善做出了重要历史性贡献,保障了国家战略的有效实施。展望未来,国有企业的功能定位应是通过全面深化改革,建立现代企业制度;在具备适应市场竞争活力的前提下,在关系国家安全、国民经济命脉的重要行业和关键领域与重要前瞻性战略性产业,拥有控制力与带动力;继续在国民经济中发挥主导作用,实现宪法所赋予的使命。从路径上看,国有企业功能定位是通过国有企业的分类予以完成的;从外部环境看,国有企业要与民营企业在竞争中性下共同发挥作用;从委托代理关系看,加强国资监管有助于确保国有企业功能定位的有效实现。
        Since the founding of New China 70 years ago,state-owned enterprises have always been an important pillar of the national economy. State-owned enterprises have made important historical contributions to promote China's economic and social development,scientific and technological progress,national defense construction,and people's livelihood improvement,and ensure the effective implementation of the national strategy. Looking into the future,the functional orientation of state-owned enterprises should be to establish a modern enterprise system through comprehensive deepening of reforms. Under the premise of adapting to the vitality of market competition,state-owned enterprises should have control and driving force in important industries and key areas that are related to national security and national economic lifeline,and important forward-looking strategic industries,and continue to play a leading role in the national economy and realize the mission entrusted by the Constitution. From the perspective of the path,the functional orientation of state-owned enterprises is completed through the classification of state-owned enterprises; from the perspective of external environment,state-owned enterprises must play a role together with private enterprises in competition and neutrality; and from the perspective of principal-agent relationship,strengthening the supervision of state-owned assets will help ensure the effective realization of the functional orientation of state-owned enterprises.

    (1)一方面,国有企业改革对这些领域的改革和国民经济发展起到了有力的促进作用;另一方面,这些领域的改革也为国有企业改革发展创造了良好的条件。
    (1)1999年,党的十五届四中全会确定的国有经济需要控制的四大领域是:涉及国家安全的行业、自然垄断的行业、提供重要公共产品和服务的行业、支柱产业和高新技术产业中的重要骨干企业。2013年11月,党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》提出,国有资本投资运营要服务于国家战略目标,更多投向关系国家安全、国民经济命脉的重要行业和关键领域,重点提供公共服务、发展重要前瞻性战略性产业、保护生态环境、支持科技进步、保障国家安全。2015年9月,中共中央、国务院发布《关于深化国有企业改革的指导意见》进一步指出,推动国有资本向关系国家安全、国民经济命脉和国计民生的重要行业和关键领域、重点基础设施集中;向前瞻性战略性产业集中,向具有核心竞争力的优势企业集中;对其他行业领域,可以通过资产重组和结构调整,以加强重点,提高国有经济的整体质量。
