摘要
我国民办教育利益相关方高度多元和复杂,其共同诉求是保证学校办学质量,民办教育发展的基本矛盾是办学质量与利益相关方的期望存在差距。《民办教育促进法实施条例(修订草案)(送审稿)》针对民办教育长期存在的质量问题,提出强化质量信息披露、重视风险管理、强化学校质量自我监督以及引导学校提升质量管理成熟度等举措。同时,《送审稿》还可进一步细化和提升,如质量规制的重心进一步向办学结果转移、要求学校作出质量自我监督的承诺以及风险管理可在部分学校先行试点后再推广等。
The stakeholders of non-governmental education in China are highly diverse and complex,and their common demand is to ensure education quality. The basic contradiction in the development of non-governmental education is the gap between the quality of provided education and the expectations of stakeholders. Regulations on the Implementation of Non-governmental Education Promotion Law(Revised Version)(Draft for Review) aims at the long-term quality problems of non-governmental education,and proposes to strengthen the disclosure of quality information,attach importance to risk management,strengthen self-supervision and supervision in advance of education quality,and guide institutions to improve the maturity of quality management. In the meantime,the Revised Version has places that can be further refined and upgraded,such as further shifting the focus of quality regulation to education results,institutions' commitment to quality self-monitoring,and promoting risk management after pilot projects.
