摘要

改革开放以来,随着人民生活水平的不断提高,农村城镇化水平也不断提升,随之而来的是农村生活垃圾的不断增加。与城市相比,由于农村地区交通闭塞、基础设施落后、环保意识较低以及政府管理缺位等一系列问题导致农村垃圾问题日益恶化。该文在史密斯政策执行过程模型的视角下分析了乡村振兴战略下的农村垃圾治理情况,从理想化的政策、政策执行主体、目标群体和政策环境4个方面分析农村垃圾治理中存在的问题并提出相应建议。
        Since the reform and opening up, with the continuous improvement of people's living standards, the level of rural urbanization has also been continuously improved, followed by the continuous increase of rural domestic garbage. Compared with cities, rural garbage problems are worsening due to a series of problems such as traffic congestion in rural areas, backward infrastructure, low environmental awareness and lack of government management. This paper analyzes rural garbage management under the rural revitalization strategy from the perspective of Smith's policy implementation process model, and analyzes the problems existing in rural waste management from four aspects:idealized policies, policy implementation subjects, target groups and policy environment.
