我国高校智库影响力及其提升研究——基于一流高校智库的分析

摘要
高校智库是服务公共政策和社会实践的重要学术机构,将北京大学国际战略研究院、清华大学国情研究院、中国人民大学国家发展与战略研究院作为研究对象,从发展导向、人才吸引、人员管理、组织管理四个方面分析其影响力及其提升。研究发现三家高校智库主要通过三个路径提升影响力:突破圈层结构的隐性桎梏,融入政策制定网络;构建人岗匹配的现代架构,维持组织公信力;恪守学术研究的价值传统,形成政策研究品牌。我国高校智库为更大程度的发挥影响力应打造畅通的"校—政"咨政渠道,借助多手段影响政策制定;构建动态的内部治理结构,创新高校智库知识生产机制;整合优势特色学科资源,遵循问题逻辑的长线研究路径。
This research took the Institute of International and Strategic Studies(Peking University), the Institute for Contemporary China Studies(Tsinghua University), and the National Academy of Development and Strategy(RUC) as research objects. This research analyzed the impact and improving approach of university think tank from four aspects: development orientation, talent attraction, personnel management and organization management. The study found that the three university think tanks enhance their impact through three ways,firstly, break through the hidden shackles of the enclosure structure, integrate into the policy-making network;secondly, construct the modern structure of person-post matching, maintain the credibility of the organization;thirdly, abide by the value tradition of academic research, form brand of policy research. In order to exert influence, university think tanks in China should take three measures, creating an unhindered channel for schoolgovernment consultation, influencing policy making through multiple means; building a dynamic internal governance structure, innovating the knowledge production mechanism of university think tanks; integrating advantageous and characteristic subject resources, following a long research path of problem logic.
