结构化困境与碎片化行动:科技扶贫为什么不够精准——基于政策执行视角的分析

摘要
科技扶贫是一个多元主体参与的过程,不同主体在行动结构中的位置决定其行动的规则与可利用的资源,而行动规则与资源的不同又决定其行动的取向与目标的实现,不同扶贫主体受本源结构的约束大于在扶贫系统中受次生结构的约束,扶贫主体的行动呈现碎片化倾向,扶贫精准化不足。本文研究认为,需要改革科技扶贫体制机制,加强科技扶贫的整合力,解决扶贫主体的结构化困境,提高扶贫资源配置的针对性,大力发展小微技术、傻化技术、低风险技术、全程操作规程技术等精细化亲贫技术,培养乡土科技人才,提高贫困户的结构化资源和行动能力,使科技扶贫精准化落到实处。
Poverty alleviation by science and technology is a process involving multiple subjects. While the positions of different participants in the action structure determine the rules of their actions and the resources exploitable,while the differences of the rules and resources determine the purpose of their actions and whether their goals can be achieved. Different participants are constrained by the original structure more than by the secondary structure in the poverty alleviation system. The actions of the participants has a fragmentation tendency,and the poverty alleviation is not precise enough. Therefore,it's necessary to reform the poverty alleviation system,reinforce the integration of science and technology into the project of poverty alleviation,resolve the structural plight of the poor,improve the precision of resource allocation. Also it puts forward some suggestions to ensure the implementation of the precise poverty alleviation by science and technology: developing refined pro-poor techniques such as micro-techniques,easy-to-understand techniques,low-risk techniques,full-course operating procedures; training local scientific and technological professional; improving the structural resources and operational capabilities of the poor.
