摘要
文章以京津冀及周边31个地级市为研究对象,运用空间计量经济学模型研究了产业转型与生态环境质量的关系。全局空间相关性检验发现该区域的空气污染存在明显的空间正相关性,局部空间相关性检验发现该区域的中南部城市为环境污染集聚区,两者验证了产业转型的环境效应分析纳入空间溢出效应的必要性。据此,通过产业结构合理化和高级化指标量化产业转型水平,进而应用空间计量模型综合测度了产业转型的环境效应。研究发现:该区域城市处于环境库兹涅茨曲线顶点的左侧,环境与经济发展的关系亟待协调;产业转型具有明显的环境改善正效应,但是产业结构高级化对环境的改善作用明显高于产业结构合理化,加快推进该区域产业结构的高级化是协调环境和经济关系的政策重点。
This paper,taking Beijing-Tianjin-Hebei and its surrounding prefecture-level cities as the research object,uses Spatial Econometrics Model to study the relationship between industrial transformation and ecological environment quality.Spatial correlation test found that there is a clear positive spatial correlation of air pollution in this area.Local spatial correlation test shows that the concentration of environmental pollution is located in central and southern cities of the region,which verifies the necessity of incorporating the spillover effects into the analysis of the environmental effects of industrial restructuring.Based on this,we quantified the level of industrial transformation through the rationalization of industrial structure and advanced indicators,and then applied the spatial econometric model to comprehensively measure the environmental effects of industrial transformation.The results show that the cities in the region are on the left side of the summit of the environmental Kuznets Curve,and the relationship between environment and economic development needs to be coordinated.The industrial transformation has obvious positive effect on environment improvement.However,the environmental positive effect of the advanced industrial structure is obviously higher than that of the industrial structure rationalization.Accelerating the advancement of industrial structure in the region is the key policy of coordinating the relationship between environment and policy.
