摘要

国家中心城市是承载国家战略意图的重要载体。文章结合"一带一路"倡议背景,以国家中心城市功能研究为重点,在剖析我国东、中、西部9座国家中心城市承担的城市功能差异性的基础上,从西部国家中心城市面临的机遇和挑战入手,提出西部国家中心城市的建设应构建"3+3"的功能体系,即三大塑造类功能(文化功能、开放功能、安全功能)及三大强化类功能(辐射功能、枢纽功能、创新功能),在此基础上提出西安未来推进国家中心城市建设的发展策略。
        National central cities carry out national development strategies. From "belt and road proposal" viewpoint, the paper studies the function of national central city, and analyses the difference of nine national central cities in the eastern, middle, and western China.The paper starts with the opportunities and challenges of the western central cities, and proposes that the "3+3" functional system should be built in the central city construction in the western region of China. That is, three shaping functions(cultural function, open function and security function) and three strengthening functions(radiation function, hub function and innovation function). Finally development strategies are proposed for building Xi'an into a national central city.
