Instead of indiscriminately “copying” others, the actual conditions of a
city should be taken into consideration in the development of a low-carbon economy. By referring to the successful foreign experience of developing low-carbon cities, we should explore a path suitable to the actual conditions of the cities of China. In this regard,
Qingdao has pioneered a new path by applying the low-carbon economic mode to the features of its
city development, which is well worth referring to.
